The rule
/s/ after the sounds /p/, /t/, /k/, /f/, /θ/: Philip's, Albert's, Kate's, Elizabeth's
/ɪz/ after the sounds /s/, /z/, /ʃ/, /tʃ/, /dʒ/: Alice's, the Prince's, Charles's, George's (one more syllable!)
/z/ after all the other sounds: Victoria's, Alfred's, Helena's, William's
